Description: So initially we tried to fill a hole by delaying hiring but that's proven to not be enough. So beginning November 1st we will place a hiring freeze on all new positions.

If the money has not been released by January 1, Elmer says will begin furloughing employees for a few days.

Still, Elmer says he remains hopeful they will receive the money.
