The Children's Trust Fund award is given annually for work in developing public policy to prevent child abuse.

From the start, Carnahan made protecting Missouri's children a top priority.

On his first day as Governor in 1993, Carnahan sat down for lunch with schoolchildren.

He also signed one of the state's biggest tax increases to benefit education.
