The state estimates the average taxpayer could get back about 76 dollars. Ward says Missourians can expect the refund in fall of 1998 -- but only if the courts allow it.

The last two years of refunds have been blocked while the courts consider a challenge to the constitutionality of the refund.

The case is pending before the state Supreme Court.
